BOUAR (LNC) — Lack of preparation, considerable shortage of financial and material resources… Preparations of the elections are in trouble.
So, as in Ouham, in M’Bomou, and in many places in the country, enumerators and supervisors of the National Agency of the Elections in the prefecture of Nana Mambere experience great difficulties.
They have just written to the headquarter of the A.N.E in Bangui, to let them know that the electoral lists will not be shown in Bouar, nor in the Nana Mambéré, due to lack of transport and financial means.
Past July already, just after 2 weeks of classroom training of census-takers and supervisors, several local authorities as Daniel Alola, president of the municipal authorities of elections, raised alarm bells on their lack of material resources, about the deployment of the election materials and transportation of the agents on the ground.
The same Daniel Alola today to say: “Not a lot has happened since“.
“And if always nothing is done by Bangui, if no means of transportation, no financial ability, nothing will be done here in the Nana-Mambere; and how the agents will get paid on? There is 3 registration lists in Bouar, but they will not be published.”
THE A.N.E DEEP IN FINANCIAL DIFFICULTIES
The funding of the electoral process, According to a reliable calculation, would amount to US$ 43 million.
Hitherto, barely over half of that money has been provided by France, the European Union, the African Union and the UNDP.
Consequently, On the ground in provinces, about 80 % of the census takers and the supervisors of the A.N.E are not paid.
What pushed an American diplomat in Bangui, to wonder on the regularity of these preparatory operations, with “unpaid staff“.
