Based on various sources, the perpetrators are members of armed groups as former Seleka, Anti-Balaka’s gunmen, the LRA of J. Kony, but also OFFICIALS. Our colleagues of Human Rights found that Officials are responsible for GRAVE ARBITRARY DETENTIONS; while armed groups are responsible for serious violations, including extra-judiciary executions, rape, cruel treatments and acts of looting.”
