LOS ANGELES (LNC) – Having barely taken over the Presidency of the new CAR Parliament, Karim Meckassoua, fresh Speaker is already a man in a hurry….First and foremost, and above all, he plans to carry out a detailed financial audit of the former National Transition Council chaired by Mr Alexandre N’Guendet. Troubles ahead expected.
The CAR’s political habits and customs will remain always an enigma for some attentive observer. And one can only wonder about the procedure for the election of the Speaker of the Parliament.
From a strictly legal point of view, It was therefore unthinkable to proceed to the election with only 128 deputies on the 140 planned. A by-election is again scheduled for coming May 15, in order to supplement the list of elected representatives.
It is therefore not constitutionally possible to the Transitional Constitutional Court – whose durability is questionable, as it was initiated by a political transition already cancelled – to decide whether to validate such election results. The logical approach would be to repeal this election, and next, to ask the Deputies to vote again, as soon the required list of 140 members is reached.
Allowing parliament to vote, though it is not yet completed, is an absolute nonsense.
Consequently, if the law in regard is flouted , the Central African Republic will again fall off the wagon, with its bogus democracies, and its lacks of political integrity.
DOES THE NATIONAL TRANSITIONAL COUNCIL’S AUDIT PLANNED BY MECKASSOUA MAKE SENSE?
Obviously not, because the National Transitional Council was initiated by an interim phase for a temporary political reality, with emergency Laws. Following the catastrophic Libreville agreements, with tragic consequences to to legitimize a coup committed by the Seleka rebel forces of Michel Djotodia. Once again, that was a buckling under the pressure of weapons.
The new Parliament has no authority to investigate, nor to initiate any kind of audit regarding the dead political transition. It would be A POLITICAL ACT, BEING ONLY UNDER THE AUTHORITY OF THE ELECTED HEAD OF STATE, in this case, just FAUSTIN TOUADERA.
Because, if we must get involved in such dirty game, why not proceeding too, to a management audit of the way Catherine Samba-Panza ruled the country when she was in office? Where there is much to be said?
